​2026 Members Meeting
February 28, 2026
The 2026 members meeting was held on Saturday, February 28, at the Bandera Electric Cooperative Community Room, in Bandera, Texas.
 The meeting was chaired by Don Phillips, RLAT Chairman/President, and other board members in attendance were Don Phillips Wilson Toudouze, Nancy De Foster, and Robert Aguirre. 
Margaret Menicucci, a rural property rights attorney with the law firm of Braun & Gresham of Dripping Springs, addresses the assembly stating that she specializes in rural property rights and estate planning.

Ms. Menicucci began by saying that a landowner’s long-term goals should govern their land decisions – asking the question, “What will be your legacy?” She spoke about varying measures a landowner should undertake to protect their property assets which may include, among other measures, planning in the event of disability, having appropriately designed Powers of Attorney, and the use of a revocable trust and other such protection strategies. She noted that no one strategy was right for everyone and that each person’s case is different in terms of goals and needs.
 
Ms. Menicucci also spoke about estate tax exemptions and the making of estate gifts and the specific regulations under current law.
 
A lively and productive question and answer period followed her presentation.
 
After a recess with refreshments, annual items of business were taken up which included a Treasurer’s report, the re-election of one director, and the election of one new director to the Board. Also discussed were issues regarding water rights as well as the routing of high voltage transmission power lines between San Antonio and Ft. Stockton.
 
The meeting concluded with the drawing for a $100 True-Value gift-card door prize, which was won by RLAT member Tommy John. ​
