​The Ranchers and Landowners Association of Texas (RLAT) was founded on December 20, 2002 to address the concerns of rural property owners. The original incorporators were:
Charles Seale of Kerrville​
Billy Walker of Bandera, and
Wesley Kyle of Kerrville
